About Julia Billen
Julia Billen is the founder, president, and driving force behind WarmlyYours Radiant Heating, where she has championed innovation and comfort for more than 26 years. When she introduced electric towel warmers to North America in 1995, what began as a luxury soon became an everyday necessity — thanks to Julia’s vision and dedication to user-centric design.
A recognized industry leader in both innovation and safety, Julia serves on multiple standards committees, including TC61 USTAG (IEC), UL Standards Panels, and the Radiant Panel Association, where she continues to shape product safety and performance guidelines.
Julia is also celebrated for infusing brand and culture with authenticity — positioning “radiant” not just as a product, but as a promise in customer experience.

• TC61 USTAG (U.S. Technical Advisory Group) – Active and voting member; oversees all IEC appliance safety standards.
• Standards Technical Panel (STP) 1673 – Active and voting member; responsible for safety standards in the electric heating industry.
• Standards Technical Panel (STP) 1042 – Active and voting member; develops and maintains safety standards for electric room heaters.
• Radiant Panel Association (RPA) – Active and voting member; serves on subcommittees including Codes & Standards, Hydronics Industry Alliance – Radiant Committee, and Hydronics Industry Alliance – Commercial Committee.
• ISO Standards Work – Participates in UL Standards Committees through STPs; currently engaged in discussions on harmonizing U.S. electric radiant heating standards with ISO guidelines.
